Siri splash screen isn’t new at all it was there in Beta 7. I know because I had to restore my iPhone.

Updated to iOS 11 BETA 7 and and my college seized my phone for 3 days and I come back to YouTube and this happens

The problem might just be on your phone. I have beta 7 running with no issues.
